Let's get started!
In a medium bowl, use a spatula to mix water and flour until a dough forms.
Knead the dough with your hands for about 3 to 5 minutes until soft. Place it in a small mixing bowl and lay a paper towel on top of it to prevent a skin from forming.
In a small bowl, combine chicken, green onions, garlic, salt, soy sauce, pepper, and sesame oil and then refrigerate.
Roll the dough out to about 1/8 inch thick. Use a cookie cutter to cut out circles and then place them on a parchment-lined baking tray. Stack layers of circles on top of one another with parchment paper in between each layer (PICTURE at 3:45)
Scoop a tablespoon of chicken filling in the center of each dough circle.
Seal the dumplings with the twist and pinch technique (PICTURE at 4:25).
Line the inside of the steamer with cabbage leaves and then fill it with dumplings.
Place the steamer on top of a pot of boiling water with a steamer ring. Steam for about 7 minutes.
In a sauce bowl, combine soy sauce, sesame oil, salt, and pepper to taste. Whisk together and make any changes you desire.
